The chlorine taste in most city water can be unpleasant, especially if you are not used to it. Even with good city water it is worth using a filter system.

in rural areas your water quality is based on how good the local ground water is. Well water can be quite good or bad. Sometimes even good well water can be flavorful which is not ideal for tea.

funnily enough my understanding is that detroit city water is actually pretty decent because a lot of food industry companies rely on it. Faygo is made in Detroit for example. I am sure some of the plumbing in the suburbs sucks though.
