I think it's partially due to the UK university system. In the US I understand you have to live in dorms the first year, and you aren't allowed to cook. In the UK, you get your own room, and have a shared kitchen with about 5-7 others. Eating out is more expensive here, so if you want to eat well and not go broke, you more or less have to learn basic cooking.

General tips:

Buy spices from ethnic shops/ethnic isle (a huge bag of indian cumin is half the price of a 100g glass vial from a supermarket)

Chicken thighs are by far the best cut of chicken in terms of value. Cheaper than breast, more flavourful, and can stand up to slow cooking/roasting without drying out.

Eggs are great. Frittatas/omelettes can be used for leftovers/cheap veg, and poached/fried can be added to any cheap starch to make a good meal.

Get a slow cooker. You can stick pretty much anything in there, and it will work out.

Grow your own herbs. This will vary deepening on your climate though. Where I live, rosemary, thyme, sage, and mint grow like fuck, with no maintenance. My basil and coriander plants keep dying though.
