Salmonella comes from the exterior of the egg, not the raw interior.
Salmonella cross contamination from the unwashed exterior to the interior(or other foods) can happen. This is how it occurs in europe.
Washed egg exteriors will remove salmonella. However this also removes a protective layer from outside the egg and creates the possibility of contaminated water from seeping through the eggshell to the egg interior. This washing is mandatory within the US and this is how it occurs in the US.

In summary getting salmonella from raw egg is entirely dependent on the food hygiene and safety practiced from the moment the chicken lays the egg to consumption. What an astounding revelation.
