Yes, and a number of restaurants in NYC already do that. But they're at least reasonably decent ones, not the kind that look for bottom of the barrel customers. There's another genre of restaurant that adds a mandatory "tip" to all its bills, they are specifically catering to a certain demographic. I'll leave it as an exercise for the reader to guess which demographic I mean.
