If the primary spice profile develops from a variety of chili peppers, both dried and fresh, it most certainly is chili. However, it isn't chili de carnist.

Fun fact: The original TX chili was simply boiled pinto beans mashed with salt and various chilis, formed into bricks, dried and rehydrated into a soup on the trail. A small % of inbred trail hands had to have meat so they slaughtered a helpless, crippled steer and threw some in their bowls, but most rough and tumble trail hands were vegans.
