I prefer it as it is. I have actually tried cooking a serving of steak tartare, and it was very different. Not bad, but i prefer the cold raw version.

It is as safe as the cleanliness of your kitchen and the freshness of the meat. Your body will spend more energy digesting the raw meat, but that isn't really a concern in this day and age. It might actually be preferable if you are overweight.
