Dairy depends on location and varies due to local laws that restrict competition. There are places in the US that provide milk at less than $2 a gallon, and other places that haven't seen prices below $4 in decades (Like SoCal), and up in Canada it gets absolutely insane.

Beef prices went up back during the Mad Cow scare due to a "shortage", and then it had another "shortage" later. Subsidies that benefited beef production went into effect. This allowed beef producers to expand into foreign markets as they could now produce cheap enough to undercut local competitors in foreign markets. Meanwhile, they noticed beef was selling about as well as it was before the price increase due to the "shortage", so they barely lowered prices in the USA and enjoyed the larger profits.

You simply can't get beef at low price easily now. I stalk beef prices like a hungry lion, hoping to get my chance at a sale, clearance, or some other price fall.
