Most people don't factor in that you need to put money up first for the tools needed to cook. You also need to factor in time (which is money) and the persons ability to not fuck up the dish. There is a good reason shitty food places still exist.
Of course it would be cheaper to make something yourself, but only if you have everything you need before hand.

learn the different methods of cookery and how they work and learn how different ingredients react to being cooked in these ways. so pick any cookbook with a variety of meals and practice.
lets say you pick steak and mashed potato with a leafy salad
>mashed potato
boil the potatoes until fork tender, mash and add dairy and seasonings
next time you make it try different amounts of fat, let it steam after boiling to drive off extra moisture. cut in a different size so the potato cooks evenly.
>steak
pat dry and season, cook in a hot pan 2 minutes each side and rest under foil
next time let the meat dry out uncovered in the fridge, then let it come to room temp before cooking, vary your cooking times and finish the cooking in the oven instead of resting
>salad
salads are a great way to practice combining ingredients. think of them as a 4 part structure.
The Base(leafy greens or bulk of the salad),
The Body(usually a protein, or other main ingredient)
The Dressing
The Garnish
so youd simply pick a type of each and combine, eg; Rocket/Arugula with diced pear, dressed with balsamic and garnish with parmesan cheese. or you can make the salad mostly out of Body ingredients like a Greek Salad or even a bowl of finely diced fresh veg dressed with herb mayo.

eventually youll learn what flavours you like, and what is best to cook. more importantly youll learn what the cooking process looks like, youll know the pan is hot enough from the sounds of frying meat, or what colour broccoli should be when its properly blanched.
once you can recognised what good food is supposed to be you can continue to replicate it without referring to recipes.

learn the methods of cookery and how they work, stewing, braising, searing frying etc etc. then learn about different ingredients, and the signs that they are a nice flavour, browning and tenderness etc.
then when you cook youre just taking ingredients and building flavours and texture, after that its just practice
to get started, pick 3 meals and do them over and over again, change stuff in the recipe and learn how it affects the dish, experiment with combinations of spices
