Not usually. It's not a comfortable position for me unless I'm really tired. I'm at the table for less than 10 minutes most of the time so I try not to get too relaxed.

Then again, that guy's table looks really high though, more like a bartop or something. My table is probably about navel high so it's a little more awkward to lean on to it.

I usually spend my time -not- getting upset over random idiosyncrasies. I mean, it's not your problem, nobody is force-feeding you icy milk; why worry about it? Focus on your own lives.
