I was also wondering that so I hit up Google images & YT and from what I can tell there are a few different preparations that the restaurant does but by and large it's beef seared with a torch and topped with stuff to overpower the meat which seems to defeat the purpose in exactly the way slathering fish in mayo does. I wonder if the rice he puts it on is even vinegared.
