Substitute fishing for China.

Most of the oceanwater pollution come from just a handful of major rivers in Africa, India, and Asia. The ones that are in Asia ALL go through China at some point, two going directly through China into the ocean.

Let's not even get into their fishing habits. They perpetually fish in other peoples' waters in massive quantities, quite illegally. Someone finally had the nuts to detain that oil tanker they converted into a fishing boat/processing facility that every country had banned.
