All US civilians have identification if their birth is reported (even if it isn't reported during birth a person can still claim citizenship depending on the circumstances). Not only do they have a birth certificate (which counts as an ID within US borders) but they also receive a social security number and library card.
As far as you being able to vote with/without ID it would depend on the state, which is why it is called the united states. They run differently but under one government. Just wondering what you would be telling international customs when you arrive on US soil....

I agree with this assessment of OP's rating system. It really doesn't mean much of anything and just throwing out ratings for a bunch of random places in Italy isn't informative in the slightest. Makes me want to have a slice sure but so what?
