To answer the question honestly, Michelin only reviews restaurants in a handful of major cities, and even then it's been criticized over the years for having less than a dozen staffed critics supposedly keeping track of standards for thousands of restaurants. One critic claimed that you would only return to a reviewed restaurant in Paris once every 3.5 years. Also they've been accused of being biased in favor of French cuisine.

I don't think they've ever published a guide for any major cities in Turkey. Turkey has a very promising future as a new tourism destination. Well, it did until recently. Erdogan has been recently painting the country as exclusively Muslim, but I don't know how much of that is just bluster or if it's actually a common sentiment.
