How the FUCK do you make meat tender?

I want flaky, soft, dark, rich, falls-apart-to-a-vinegar-stroke meat, but whenever I make beef stew every single atom of meat clenches its microscopic asshole from the moment it's raw to the moment it's rubbery gray dog food. People say "low and slow" but I have tried setting my stove to the lowest possible setting and letting it go for 8 hours with no change in result. What's the secret?
