Bacteria in the intestinal flora doesn't digest lactose, they ferment it. Stomach symtoms of lactose intolerance are caused by the lactose not being properly digested and hitting the lower intestines, allowing the bacteria to ferment it producing toxic byproducts and gas.

If you do not have the enzyme lactase, you are lactose intolerant. If you do not have the enzyme lactase, you can not digest lactose.

If I shouldn't drink cows milk, why has my race evolved to continue the production of the lactase enzyme throughout my entire life?

The thing is cows already had hormones before we started treating them with it, it's not like they're throwing some new synthetic shit in there. It has no effect on humans because you don't absorb hormoes through your stomach, they get broken down. Otherwise cow meat and bull meat would have completly different effects on the body.
