Eh, germany manufactures tons of shit that could be made cheaper in china.
They make volkswagens as well as Mercedes. They make tables as well as wind turbines.
To claim they only manufacture goods that couldn't be made overseas would be wrong.
Also, part of the reason they are able to make goods of such high quality is the fact that they are heavily unionised. Their workers are looked after, and well trained. They also have a law requiring any large company to have the board of executives be made up of 50% lower wage workers. And this board determines pay for the ceo and executives.

So why can't the US do that?
It clearly works extremely well for other countries.
