Because they're the only ones who wouldn't just steal, but take everything even if they weren't going to eat it or resell it. It would end up on the ground, and not just the ground, the ground inches from a trash can just to piss off the person who picks it up. It's not about poverty crimes, it's about bitterness driven nonsensical vandalism. If they had one they'd throw a lit M80 in there as the door closed just because. There's other people that would do it but they'd all be emulating the same antisocial mode of behavior that emanates from black bitterness, particularly if they had been on the receiving end of it in the past. In their world everything is designed to keep you down and you should destroy whatever piece of it you can whenever you feel you can get away with it. You can't really call it anarchism when there's no political motivation, no hope, behind the act. They don't do it to provoke change, they do it to feel better for a few minutes.
