For the record "spicy" almost always means hot as in capsaicin, at least in American english.

American here, there's a ton of chinese food that isn't spicy at all, but definitely has strong flavors. Fried rice and beef broccoli, for example, aren't spicy at all.

We'd just say "strongly flavored" for stuff like that.
