I don't know what you would call proper. To vacuum meat should not be necessary, except if you want to retain water so that you have a higher weight to sell. Freezing can be ok. The meat should have aged some time before freezing, but it will never be the same after being frozen..

No vacuum packed and frozen beef that Argentina exports are anything close to what you get at any carniceria
