No brewing tradition, historically speaking. The germans/belgians have been doing it since fucking forever, as have the British (which the early American colonists brought over to the new world). The spanish had more of a winemaking tradition than a brewing one (so Mexicans didnt really inherit much of a brewing culture), and the asians mainly brewed things like sake, soju, and the like. I'd imagine the development of each culture's fermented beverages was heavily influenced by the ingredients they had at hand. So for asians and mexicans, beer is something they're fairly new at. We are starting to see some craft breweries pop up in Mexico, and given how the Japanese have taken to whiskey production, they seem pretty willing to try their hand at western styles of alcohol production. So you may start seeing some interesting developments from those regions in the near future.

The very best ones dont overpower the malts with the adjuncts, but enhance the complexity of the dark roasted malts. The flavored stout boom is arguably a bit of a newer thing than even the NEIPA explosion, driven by brewers like Evil Twin absolutely loading their stouts with adjuncts. A good basic stout typically hits nice roasty flavors somewhere in the range of cocoa and coffee anyways, so its not surprising that actually adding chocolate and coffee and vanilla and shit like that can produce a tasty beer. That being said, I think dessert-like stouts have started wearing out their welcome and you can see more savory variations gaining in popularity, like oyster stouts. The aforementioned Sunday Morning Stout and Founders Breakfast Stouts are some widely available stouts to try if you want to get the general idea.
