Well, I'm Estonian and my dad's side of the family is completely Russian (him included), so I grew up eating this kind of food and visited Russian relatives often. I wouldn't consider that weird or offensive at all, on the contrary I adore the food culture and am only joyful when I hear others want to take part in it, too.
That, and you could use being fascinated with your family roots to give you some sympathy, I think it's a great story. And maybe hire some immigrant cooks from those countries if they're interested? I mean obviously if there's none to be found don't force it, but you should advertise needing cooks with knowledge of Eastern European cuisine and see what you get. An ethnic restaurant doesn't necessarily *need* cooks from that country, but it does help bring into the feeling of authenticity.
