i think there's some ISO standard of what a "cup" is and it's that. here in canada, measuring pitchers have graduations for both and cookbooks recommend to convert cups to 236ml if you want to be precise, or 250ml if you don't care because it's not like eggs are of standard sizes anyway and it's easier to use the 250ml graduation than doing guesswork to find 236
