He was abandoned by his previous owner and my neighbor got him fixed, vaccinated, and his ear notched. She then gave him to me and I kept him as an outdoor cat with another I fed. After I moved away I kept coming back for a year to feed him. Then he got hurt and I had his tail amputated and moved him into my apartment with me.

Too friendly, at times. He jumps up on people's legs to be pet, like a dog will, and uses them as a scratching post if they don't oblige.

Nah, this is the collar he had when he lived outdoors and his previous owner was going to abandon him(literally was going to move and just leave him behind). I can't change what works.
