Someone in a small town near me had a similar idea
They wanted a small business making high quality chips with natural ingredients, better flavors, etc.
The issue was setting up to kettle fry chips, researching different recipe's etc. is only profitable if you make decent size batches and bag the chips up and sell the bags
Instead of a shop they ended up with a boutique chip maker that sold cases of bags to local grocery stores and gas stations
