Yes, it can be ice cold. Water can be 0C. As more heat energy is removed, it will stay at the same temperature until it is completely frozen as ice. Then, its temperature will continue to drop. See in the diagram where it says latent heat of fusion. The horizontal segment of the curve is at 0C.

The presence of solutes in the water (flavors, salts, carbonic acid, etc) will lower the freezing temperature by a tiny amount.
