Most electricity consumed in washing dishes comes from heating the water (there's also cleaning, treating and pumping drinking water to your home, but that's relatively negligible)
It doesn't matter you heat it in dishwasher or water heater.
If you use less water, you use less electricity, it's that simple.
The pump sprinkling the water around uses very little power in comparison.
