Sardines are great tempura, but I like them better this way.
The surface is light and crispy, and the inside is soft and melted.
Japanese Worcestershire sauce is good, but ginger soy sauce goes very well with it.
And don't forget the tartar sauce!
It's also good rolled up and fried with cheese, herbs, and pickled plums.
