The people most likely to use such place settings have ALL the resources and time in the world. As a result, dining between differing sovereign states could become like an arms race with dishes and delicacies brought forth ad infinitum in a matter of one-upmanship. As such, a standard has been set that is both extravagant, but not overwhelming, at least by their standards. To deviate from the standard would itself be seen as uncultured amongst peers.
For them, formal eating is less for sustenance than a prelude to more important affairs. Only the little people worry about having food in their stomach.
