I'm going to give you two examples. Either you started cooking something, like a steak, or are heating up something frozen, let's say french fries.
For the steak, the oven should have been heating up as you were pan frying it, therefore making sure it will stay hot and continue cooking evenly. Not doing this will result in uneven cooking and just generally bad tasting meat, not to mention letting the temperature fall too far is dangerous as bacteria thrive within a certain range of degrees. This range is called the Danger Zone. Look it up.
While you are most likely heating up something frozen because you seem too stupid to handle real cooking, you want to get things as hot as possible as quick as possible. That means taking it from the freezer straight to the hot oven. Not doing this will result in soggy fries as the fries will just melt and become laden with water.
In either case, the oven has to be hot for both food safety reasons and taste.
