You can see it now with the government relief programs. The New Deal got passed because the South wouldn't let the black folk get subsidies but it passed when the terminology got changed to "farmers" and "hospitality" being excluded which at the time, those occupations were populated by black people (maids, field workers). That never changed in the nomenclature so today's farmers and hotel workers don't get any stimulus checks like the nail salon workers do. Or big-box stores, for that matter.
This is a U.S. thing, so never mind.
