Anon I usually salt the water and I've been taught that, potatoes can absorb some amount of salt so salting the water does change the taste of potato, it makes it better cause the salt is absorbed deep inside which makes it better than sprinkling the salt.

Well you'll have to use approx 4 tablespoons of salt for a litre but I usually use 6 :3

In our local cuisine if the food is over-salted, we use potatoes to neutralise it, it does work cause it absorbs salt. Anyway man good luck I hope this helps you.
