Ok let's say you somehow manage to do that, you remove all politicians in favor of social security and radically change how the budget is utilized. All this while you have a constantly growing angry and hungry population that will sure as fuck start committing more crime. What is stopping these people from electing representatives that will give them the most amount of social welfare?

So the answer is throwing away the constitution and re-doing the country and putting in place a system against a huge chunk of the population that will likely be armed and angry as fuck? To control those people you would need to expand the police or get the military involved, etc. And I won't even mention how all of this social unrest will likely make investors get the fuck out of there as fast as humanly possible anyway..
