80$ gets you a meal in a Michelin star restaurant here, kek. I rarely spend more than 20$, but I'm from Eastern Europe so the prices are much different. Small menu doesn't guarantee that the food is good, but it greatly increases chances that it's fresh. If menu is dozens of choices, there is a good chance that some dishes are ordered maybe once a month, and it's not like they buy specific ingredients necessary to make them all the time and throw them out every other day waiting for someone to finally order that. They just freeze that shit in most of the cases.

Same with seasonal menu; it's not a necessity, but it's a good buisness model for smaller restaurants. The one I especially like to eat at has no more than 10 main dish choices at a time, and they change it every month or so, it's always fit for the season. That way they don't waste ingredients as everything on the menu gets ordered regularly, and so it's fresh and very good Italian food.
