I don't think that adds up. The deep south has by far the worst access to craft beer in America.

You are just confusing good cheap beer with good beer, and all sorts of American craft breweries make lagers that are just as good as central European ones, even if they are not the most hype style

California is only mildly above average in the craft beer world. Sure there are a bunch of good breweries but its a really massive state so if they were elite you would have to expect much better
