That sifter is for small amounts of powdered stuff, not loaves worth of flour. It's for putting on icing sugar conveniently, that is why they have only a small throughput with their little crank and stirrer, as opposed to a regular-sized flour sieve you shake to make the flour lofty and remove clumps.
