Tamago kake gohan is a japanese dish that involves putting raw egg in rice. Japanese eggs are perhaps slightly less likely to be contaminated with salmonella. In any case, it's more common to eat raw egg in Japan than in the US. Weeaboos on 4chan love anything Japanese so the dish was posted often on /ck/, which grossed some USAinians out. Realizing this, some co/ck/s began to post the dish over and over for (You)s. Every thread had debates about the safety, boiling down to one side that said the egg would be raw and dangerous and the other side that said that there was enough heat left over in the rice to eliminate any pathogens-- the heat of the rice cooks the egg. This was then extrapolated to other phrases. In the old days we called this a snowclone.
