Where does this myth even come from? Pic related, there are some states (particularly more arid states) that have some restrictions on rainwater collection, but those are mostly to prevent large scale operations from collecting and redirecting so much rainwater that it could negatively impact the flow of rainwater into rivers and lakes. No one is trying to stop individuals from collecting water in barrels in their back yard, but I see Eurotards claim this all the time for some unknown fucking reason.
