Because american waiters are legally allowed to collect 10% of their supposed wage from their employer. And if tips fail to reach the other 90%, the employer would fill that. But, as tips often enough go past that, most "tipped" employees would rather remain tipped instead of moving to a full salary, no tips method.
In conclusion, if you don't live in the USA, you're not supposed to tip at all, it is a retarded cultural import. If you ARE in the USA, you're still not "supposed" to tip. You are optionally asked to pay someone's wage after they serve you your meal. And you're, entirely, legally, allowed to choose 0%.

Tipping is charity.
