It's because they're used to westerners either eating two bites of it or not at all, meaning it goes wasted.
So they just put a paltry portion to reduce waste, knowing anyone savvy (like other foreigners or more rarely a local) will just ask for extra.

I'm not saying garlic is bad, I'm saying that the idea that Italian food = garlic is exclusively an American one, and garlic-packed "Italian" food is just low-quality Jersey slop that should be served in a trough.

We barely use garlic in a few recipes, if at all, and even those specific recipes are known for being garlicky and are thus disliked by people who aren't particularly into garlic in the first place.
It's not nearly as uniquitous as American-"would you like some pasta with your garlic"-Italian food would lead you to believe.

Like two or threee Denny's trips ago, after a night of heavy drinking and honestly still pretty high, one of the waitresses had like a nervous breakdown and was throwing glasses at the other employees. Funny thing was, all of the diners acted like nothing was happening. It was so wierd. Except for this nigger couple who had a fit and got free food hahaha moral of the sgtory is niggers suck
