A flame heats both the bottom and sides of the pan and can be observed and adjusted instantly. While you can argue about theoretical heat distribution all you want, coils get fucked to hell very rapidly with any usage causing random near dead spots and hot spots all over the burner whereas gas is controllable. Coils also take a while to cool down and heat up, not a problem with flames; also there's no fucking fire with flames to do other things like roast a vegetable skin with.

Food stamp programs are probably the least wasteful government spending program, and worrying about how to fix how the recipients spend the relief money they receive is absurd. The federal government pays for 100% of snap benefits, and state only has to pay a PART of administrative cost (those 3 people in welfare offices that don't answer their phones). Whine about some other federal spending?
