in my country restaurants also recently started doing this tip scam, but the difference is you don't chose to give a tip, they fucking charge it along with the "service fee", so you gotta pay 10% tip and 10% service fee, plus 5% tax, and of course your food. in my country is also against the law to work only for tips so the waiters get their minimum wage just like the other 90% of workers in here but they get their obligatory tips. I stopped eating at restaurants because of this, I usually buy fast food or street food, also the local markets have small restaurants were you can eat without having to pay all that shit, you only pay for the food.
