If I happened upon a pair of helpless orphans like pic related, I would call the police, who would show up with their social services official - since they have one on 24 hour standby for cases like this -, after which they would be taken in, and I would carry on with my life happy for having been able to help someone. Their parents would be tracked down and properly assessed, while the children themselves would be given the necessary healthcare, nutrition, supervision and care. This would be followed by rehabilitation, and - eventually - by their placing into an institution with other children of their age and situation, as well as into a remarkably short queue for adoption. Public schooling, welfare and health services would progress through the entirety of the process, with special classes or tutoring as necessary depending on the children's needs.

I live in a country whose population has ages ago decided that they do not want for children to grow up on the streets or in the woods. As such, I have the right to not answer a bleak, hopeless troll question like the one you present by its idiotic parameters, like some club-footed drooling American Conservative.
