Because they, and a lot of other third worlders, don't really prep or clean their food. Chicken breast? Just chop it while still attached to the ribs. Thigh? You guessed it. If you've ever eaten real Chinese food, you know it's a horror show of bone splinters, connective tissues, and other nasty shit. Cleavers are perfect for "cutting" (more like smashing) through bones and joints.

They do this partially because they're poor, and because they are lactose intolerant so all that bone dust and splinters is how they get their calcium.
