all I mean by "measured and steady" is to not go nuts erecting whole towns at once and to instead do it by demand

there isn't a lack of housing in the west -- people who are homeless are homeless because they're crazy or poor or got kicked out for being gay and other such extenuating circumstances; not because we've genuinely run out of housing units. what makes housing expensive is not the sheer quantity of them (barring cities on islands and the like, but even then there's opposite shores to build up) but it is the desirability of that location

not really, american development is more driven by neighborhood-level concerns than county or federal, and even then, it's mostly HOAs that make rules, not the actual city, beyond stuff like permits to install below-ground pools (lest you strike a sewer main or fibre optic line) and enacting water restrictions during and shit

most of the shit that prevents you from putting additions on your house and repainting the exterior and doing light industry in the basement and having chickens and a koi pond in the back and putting your spare room on AirBNB is driven by HOAs and their NIMBY bullshit, not municipal by-laws or zoning nor county/state/federal laws

this is why the municipality has to step in and outright re-zone stuff to allow and encourage those sorts of activities that make towns denser and justify prices. because when you leave it to citizens of the LAND OF THE FREE they make all kinds of bullshit rules to limit eachother
