i have 90 year old sharpening wizard skills and i disagree with you.
I have a good waterstone but I paid $150 for it. It would be a terrible investment for OP when all he would need is sandpaper for sharpening.

To OP: i would defiantly want to spend as much of that $200 as i can on your main chefs knife.
Someone before me mentioned japanesechefsknife.com - use it.
If you need a paring knife, get a $5 Victrorinox one.
If you need sharpening equipment, get $1 sheets of sandpaper.
