How can I get a kitchen manager position as a cook and then a sous chef / head chef position at an actual decent restaurant after?

I may not work at a fine dining establishment now, but Im wondering if I can manage to get management experience in a kitchen like the one im in now if I would be able to move on to a sous chef / head chef position at a more refined house after or if culinary school is my only hope. Also, do I just have to wait for the kitchen manager at the place im at now to move on, or should I be looking for openings elsewhere for that position and just apply without management experience?
