I got this last year and I like it sharpens up easy and holds pretty well, I like the way the handle feels and it wasn't all that expensive.

I want to get a small ish nip petty knife because I want something smaller but I never feel great using most pairing knives, they just feel too small.

The two biggest needs are a chefs knife and a pairing knife, and you could easily get one of each in your budget, say $100-120 for the chefs knife and $30-50 for a pairing knife. Damascus steel is entirely aesthetic, but if you're buying your buddy a fancy knife for his birthday that's not exactly a bad thing. I've got a Miyabi Fusion 8 inch chefs knife, it's in your budget, looks cool, made with excellent steel, and definitely feels like a $100+ knife. You could also look into Wusthof or Tojiro depending if he's a weeb or a germaboo.
