The CHILI HAS NO BEANS!! thing comes from Competition chili, which is made strictly without beans or fillers of any kind for the purposes of tasting. In order to clarify and narrow the scope of cook offs, competition chili is strictly meat, chili, seasonings, and sauce

This is strictly for the purposes of grading and scoring the CHILI, and has never been intended to imply chili should not be served on, aside, or mixed with fillers or starches in order to make a more robust meal out of what is essentially a flavourful gravy.

If we look at the actual culinary origins of chili, we see they are murky and the exact point of origins is unclear, but what unifies all of the prevailing theories is that the inventors of chili (Cowboys, Nuns, Ranch-hands, etc) were typically impoverished individuals or working on a strict budget who needed to produce flavorsome and savory food with a limited selection of ingredients, seasonings, and cheaper/lower quantities of protein.

It is both reasonable and 100% authentic then that chili would be served with beans, biscuits, or other starch fillers in order to stretch the gravy to feed more people for less.
