Depends if you want it kinda like soft in the middle or like all crispy shreds.

If you want it more like soft and creamy in the interior - hand grate it on a coarse box grater (peeled potatoes)

you can also add some carrots, parsnips, sweet potatoes, or other root vegetables if you like - if you use more non-potatoes, make sure to add extra starch to compensate - cornstarch or potato starch

if you want crispy shreds texture - use a food processor with the shredding disc attached for the potatoes

either way you want to squeeze the potatoes in paper towels or cheesecloth to get out the excess moisture

then you add some eggs, minced garlic, salt, pepper, and you can also use garlic and or onion powder here, and some starch, cornstarch or potato - less if you used all shredded potatoes - more if you added other root veggies

also you can add finely diced parsley here or other herbs - dill or tarragon might be nice

then chill the mixture for an hour or two

heat some oil on medium heat and shape it using maybe 1/4 cup or a little more than that of potato mixture and flatten it into discs with your hands about 2-3 inches in diameter and fry on both sides until brown - you may have to transfer to a low oven to finish cooking them all the way through if they brown too fast in the frying step
