If you go to England (from America) and order "biscuits and gravy" in a "Pub," this is what you get?

I don't get it.

how do you solve this puzzle?

do you eat cookie then drink the milk? do you drink the milk then eat the cookie? do you eat half of the cookie and drink half of the milk then finish the cookie and then the rest of the milk? do you have two cookies, one finished before the milk, then the last cookie when the milk is drank? do you eat and drink both at interchanging intervals?
